Party Committee of FTU-HCMC Campus

1. History and development

The grassroots-level Party Organization at Foreign Trade University, Ho Chi Minh City Campus (hereinafter referred to as the HCMC Party Organization) was originally established under the FTU Party Committee. In October 2011, pursuant to Decision No. 24-QĐ/ĐU, the HCMC Party Organization was divided into two subordinate branches: the Party Branch of Staff and Lecturers (17 members) and the Party Branch of Students (28 members).

In December 2017, the FTU Party Committee issued Decision No. 44- QĐ/ĐU, establishing the grassroots-level Party Organization at Foreign Trade University, Ho Chi Minh City Campus, with four subordinate branches.

With the steady growth of political activities at the HCMC campus, on December 28, 2023, the FTU Party Committee issued Decision No. 110-QĐ/ĐU on restructuring, establishing new subordinate branches, and appointing executive committees. At present, the HCMC Party Organization comprises seven subordinate party branches: Administrative Staff Party Branches 1, 2, 3 & 4; Lecturer Party 1 & 2; and the Student Party Branch.

2. Functions and responsibilities

Under the FTU Party Committee, the HCMC Party Organization is mandated to lead, inspect, and supervise its subordinate party branches, serving as the political nucleus that guides members, lecturers, and students in implementing the Party Platform, Party Charter, Party guidelines, State laws, and resolutions of higher-level Party committees, while ensuring the fulfillment of the campus’s political tasks.

3. Organizational Structure

The Second Congress of the HCMC Party Organization (2025-2030 term) was convened on February 13, 2025, and elected five members to the Executive Committee:

As of March 2025, the HCMC Party Organization has 161 members structured into seven subordinate party branches:

– Administrative Staff Party Branch 1: includes the Director of HCMC Campus, and members from the Departments: Testing & Quality Assurance, International Training, and Communications & Community Relations.

– Administrative Staff Party Branch 2: includes the Deputy Director of HCMC Campus, and members from the Departments: Scientific Management & International Cooperation, Planning & Finance, Training Management.

– Administrative Staff Party Branch 3: includes the Deputy Director of HCMC Campus, and members from the Departments: Personnel & Administration, Facility & Management.

– Administrative Staff Party Branch 4: includes members from the Departments: Communist Party & Union Affairs, Political Education & Student Affairs, and Library.

– Lecturer Party Branch 1: includes members of the Divisions: Basic Sciences and Foreign Languages.

– Lecturer Party Branch 2: includes the Deputy Director of HCMC Campus and members of the Divisions: Economics – Law, International Business & Trade, Business Administration & Finance – Accounting.

– Student Party Branch: includes 03 members from the Department of Communist Party & Union Affairs, Political Education & Student Affairs, students of FTU, HCMC Campus.

From February 10 to 12, 2025, the subordinate party branches held their congresses for the 2025-2027 term and elected the executive committees as follows:
